—三妹:美國民主基金會資助中國民運的實錄和分析 (更新版)

多年來,海外關心民運的人們對美國國家民主基金會的錢的去處有著各種各樣的猜疑和傳聞。在中共對海外滲透和收買到了無所不在的地步的今天,一些華裔也開始質疑中共對美國民主基金會的企圖,各種傳聞也相繼而來。我最近收到的一個電郵直指中共滲透:「世界上沒有任何一個國家能想出如此詭計,揮霍納稅人血汗錢作滲透費,收買曾經的反對派里外通吃,去聚斂西方支持中國民主運動的經費和各種資源,對極權專制真正的敵手孤立殘害、釜底抽薪,讓不明真相的國民在被延長的黑暗和苦難中再次擁戴奸雄,歡呼雀躍。史上最盛大的假面舞會正在最聰明的華人中上演。」


我們一些人可能沒有意識到,美國民主基金會的錢是我們美國納稅人的錢,我們美國納稅人有權利監督他們如何花錢。我們也有權利監督那些被美國民主基金會資助的組織、機構或個人,我們也有權利要求像中國獨立筆會這樣的拿美國民主基金會錢的組織公開他們的財政年度報表。遺憾的是,這些花著我們美國納稅人錢的中國人不懂他們應該被我們監督,而我們這些美籍華人也不懂自己的監督權利,所以才有對美國民主基金會的資金去處的各種傳聞,而不是直接向美國民主基金會當面質疑。


其實,這些錢的去處都是公開的,美國民主基金會有義務提供我們想知道的信息。我們自己也可以去美國民主基金會的網站查找:www.ned.org .


美國民主基金會(The National Endowment for Democracy)於1983年註冊登記成立,始於當時里根總統提出要美國研究和推動海外民主發展,後經美國政治基金會建議成立一個跨黨派的非盈利組織,並由美國國會每年撥款一億美元,用以資助海外八十多個國家的民主化事業。這些款項均來自於美國納稅人。


到2007年,在成立十四年後,美國國家民主基金會資助亞洲各國(包括中國、緬甸 、巴基斯坦、朝鮮、印尼、菲律賓、馬來西亞、東帝汶、斯里蘭卡 、尼泊爾、泰國、孟加拉國、越南、柬埔寨、印度等國)的金額共計2201.938萬美元,其中資助中國大陸民主運動共611.0531萬美元,占亞洲總額的27.75%。大陸、香港、藏運、疆運各獲477.4733萬、36.9983萬、44.4710萬、52.1105萬美元。

美國國家民主基金會的成員中有數位是國會議員。現時美國民主基金會董事長理查‧傑法特(Richard Gephardt),是美國眾議院少數派前領袖,專長經濟問題和外交事務;執行主席卡爾‧傑什曼(Carl Gershman),是美國前眾議員。基金會董事會包括現任參議員、眾議員、商界高層及學者等。


二0一0年十一月二十三日(在我完成這篇文章的當天),美國之音《時事大家談》的專題節目《美國國家民主基金會及其運作》專訪了美國國家民主基金會副總裁路易莎.格雷夫(Louisa Greve),這位副總裁介紹基金會時說到:美國國家民主基金會不支持革命,對國家解體不感興趣。支持用勸說方式在政體體制中實行變化,追求民主目標的組織。

我相信,美國國家民主基金會對中共的態度是與美國國會的態度一致的。

這二十年來,美國政府更關心它能以最小的代價在中國獲取最大的經濟利益,更關心中國能穩定地向它提供廉價產品。正如媒體人格蘭.貝克(Glenn Beck)在他二00九年出版的新書《常識》所言,貪婪使美國偏離了美國先賢們建立的根本理念。

這二十年來,我們已經清楚地看到,貪婪使美國忘記了美國為人權和自由而戰的光榮歷史,偏離了人權高於一切的根本理念。


不可避免地,美國民主基金會在資助中國民主事業的同時也豢養了一些專吃民運飯的投機者。這些投機的「民運精英」精明地領悟了美國民主基金會的「溫和」宗旨,他們建立網站和組織以申請美國民主基金會的項目資金,玩的是與中共極權打不痛不癢的花拳繡腿和暗通款曲。從罵「中共六親不認、油鹽醬醋不吃」,一百八十度轉彎到提倡大愛的「無敵派」,都可以看到這些專吃民運飯的海外「民運精英」的墮落和投機的影子。


美國國家民主基金會對中國大陸民運的資助涵蓋著流亡歐美的大陸民運團體與大陸內各地卓有成效的「非政府組織」(NGO)。十年前,第一批受惠者有:中國戰略研究所(王軍濤、王希哲)、中國觀察(盧四清)、中國勞工通訊(韓東方)、香港職工會聯盟(劉千石)、中國人權(方勵之、蘇曉康、劉青)、民主中國(蘇曉康)、二十一世紀中國基金會(劉凱申、張偉國)、中國之春(王炳章)、全美學自聯、新聞自由導報(王軍濤、吳仁華)、傾向季刊與今天文學季刊(貝嶺、北島)、北京之春(胡平)、華夏文摘(熊波)、勞改基金會(吳弘達)、中國民主黨、縱覽中國、普林斯頓中國學社(劉賓雁)、當代中國(趙穗生、黎安友)以及八個藏運組織。


美國民主基金會資助勞聯產聯的資金份額相當可觀。勞聯產聯是成立於一八八六年的美國勞工會合會在一九五五年與美國產業工會聯合會合併而改名形成,它下設三個專責機構:美國國際勞工團結中心、國際勞工通訊協會、美國研究所。這些下屬機構也撥款給中國人組織,比如美國國際勞工團結中心。


下面是民主基金會網站公布的二○○九年的資助名單中的中國的資助部分:

一、法治與公眾參與(Rule of Law and Public Participation,獲年資助$458,660),支持中國境內的各類教育、研究、政策分析以及法律援助專案。

二、美國國際勞工團結中心(American Center for International Labor Solidarity,獲四筆資助達數十萬美元,詳情見下面英文原版,蔡崇國主管),以增進中國勞工權利與職業安全、提供勞工法律援助、開展職工教育講習班、加強勞動監管等五個項目。


三、亞洲促進會(Asia  Catalyst,獲兩項年資助共計$177,587),設立中文訊息網站,作為一個區域論壇,促進跨境非政府組織之間的聯繫。


四、勞改基金會(Laogai Research Foudation,吳弘達主管),旨在調查與揭露中國大陸勞改營褻瀆人權的事例,爭取廢除勞改、勞教制度,從美國民主基金會獲取少量資金,該組織是否還從其他方面獲取資金不明。


五、中國訊息中心(China Information Centre,獲年資助$292,000,
由香港盧四清創立並經營,吳弘達收錢管帳),透過兩個新聞網站報導和評論在中國大陸發生的重大事件。

六、中國人權(Human Rights in China, Inc.  獲年資助$250,000,譚競嫦Sharon K.Hom主管)。年資助比2008年銳減四成多,系內部人事紛爭所致。

七、北京知愛行訊息諮詢有限公司(Beijing Zhiaixing Information and Counseling Company Limited  獲年資助$255,000),從事愛滋病防治工作。


八、普林斯頓中國學社(Princeton China Initiative,有多個項目,林培瑞、陳奎德、蔡楚等各掌管不同項目),為大陸網民設立表達意見的平台,出版網刊《縱覽中國》(陳奎德主管)和《參與》(蔡楚主管),此學社獲多項資金總共數額近六十五萬美元(詳見下面英文原版)。

九、現代中國研究中心(Center for Modern China ,獲年資助$231,000,陳一諮主管),出版《現代中國研究》季刊,探討當代中國的經濟與社會問題。資助已於二00九年第四季度取消。

十、國際私營企業中心(Center for International Private Enterprise,獲兩筆資助共$235,835萬美元),以改善私營企業管理、舉辦政經改革論壇等兩項項目。

十一、北京之春(Beijing Spring, Inc.,獲年資助 $145,000,胡平主管),是分析與評論中國政局的月刊。二○一○年度自四月一日起停止出版紙本,改為網上刊物,以繼續申請資助。

十二、新聞網(Boxun,又名中國自由新聞 China Free Press
獲年資助$155,000,韋石主管),向國人提供網絡平台。

十三、民主中國(Democratic China, Inc. 獲年資助$195,000 and 特加費Supplement $18,000,共計$213,000,原社長是劉曉波,現由身在大陸的張祖樺主管,實務由蔡楚代理。)是一份網上中文周刊。

十四、獨立中文筆會(Independent Chinese PEN Centre, Inc. 獲年資助 $152,950)。

十五、北京葉任平訊息諮詢中心(Beijing Yirenping Information & Counseling Center, LLC,獲年資助$100,000),以電話熱線向公眾提供法律援助,為律師與市民舉辦一系列討論會以便向當局提供法律改革意見。

十六、北京納蘭文化傳播有限公司(Beijing Dongzhen-Nalan Cultural Communication Co., Ltd. (BDNCCC),獲年資助 $45,000,創辦人李旦、方政),培訓民間團體,引進有關人權的基本概念與組織建議,以加強民間的人權意識。

十七、賽勒拉可公司(Celeluck),出版《開放》雜誌,每年獲10萬美元資助達四年之久,在2009年財政年度中,美國民主基金會已取消對其資助,原因是效績差、銷量少。

十八、對華援助協會(China Aid Association,獲年資助$75,000
傅希秋牧師主管),宗旨是促進中國宗教信仰自由,出版有關監察中國法律與宗教現狀的半年刊,揭露教徒的人權遭受蹂躪的個案。

十九、中國勞工通訊(Friends of China  Labour Bulletin,獲年資助$40,000,李強主管),在提升中國勞工權益方面從事宣傳教育與法律援助等項工作。所獲年資助比去年銳減。

二十、中國學社(Initiatives for China,獲年資助$85,000),舉辦跨種族的會議,以促進中國各民族、各民運團體之間的互信與合作。

廿一、國際記者協會(International Federation of Journalists
獲年資助$32,000)透過派發紙本與電子刊物來培訓中國新聞工作者提高自主意識。

廿二、晨鐘出版社(Morning Bell Press,獲年資助$25,191*),由六‧四時被上海警局短期拘留的復旦大學港生姚勇戰之父姚文田主持,出版與派發大陸作者撰寫的有關中國現代史重大事件的著作。

廿三、國家民主研究所(National Democratic Institute (NDI),獲年資助$141,830)1983年成立,在全球109個國家或地區(包括中國、香港、台灣)設有辦事處,總部在華盛頓特區,董事會主席是美國前駐聯合國大使奧爾布賴特。該機構致力於在全球範圍內支持與加強公民參與,以建立公民參與、公開問責民主政府。

廿四、南(內)蒙古人權訊息中心Southern Mongolian Human Rights Information Center,獲年資助$88,000),透過英文與蒙文電子出版物〈南蒙古觀察〉的網站來報導中國內蒙古自治區的人權現況。

廿五、魏京生基金會(Wei Jingsheng Foundation,Inc.,獲年資助 $54,300**),以網際網路聯絡中外記者,促使國際社會了解中國勞工權益的現況。

NED對香港民運人士的資助僅三個項目。

一、美國國際勞工團結中心(韓東方),以保障中國與香港的勞工權益為宗旨,設有中、英文網站,還在自由亞洲電台設立《勞工通訊》節目,每周對大陸廣播兩次。建立中國獨立工運團結基金,救濟、撫恤受迫害的獨立工運人士及其家屬子女。獲年資助12.5456萬美元。
二、思匯政策研究所(陸恭蕙),是以香港為基地、研究公共政策的機構,成立於二○○○年十月,現已出版專書《地下陣線——中共在香港的歷史》與網上研究報告〈亞洲水資源項目〉。
三、香港人權監察,成立於1995年4月,主席莊耀光,總幹事羅沃啟,執委毛孟靜、陳志誠等。每年撰寫香港人權現況報告,以吸引國際社會關注香港的人權狀況,獲年資助17萬美元。

另外,美國國務院民主人權和勞工局也自一九九八年開始資助中國項目。

*星號表示該項資助出自美國國務院而非民主基金會。在美國國際勞工團結中心總數中有30,272美元出自美國國務院。

**第二十一至二十五項為2009年新增項目。


美國國家民主基金會這塊肥肉使海外中國民運專業戶垂涎欲滴,他們以各種方式分得一杯羹。當你聽說某位民運人士以不同機構名義得到美國民主基金會資助,每月支取數千到一萬美元的薪水時,你不要只把它當成一個新聞。

一些海外民運人士經過二十年的經營到今日已經逐漸蛻變成享受項目資金的人士,他們大多放棄了當年讓中共下台建立民主制度的初衷,而蛻變成無敵合作派。他們既吃透了美國國家民主基金會的用意,又摸透了中共絕不會放棄權力的本性,卻還在搖著民運大旗,玩著「勸說」的把戲,沾著我們納稅人錢的實惠,又戴著中國民運精英的光環,其所作所為對中國民主運動到底有何裨益,他們心知肚明。這值得關心中國民主前途的人們的深思。

IRI will support the healthy development of civil society organizations and coalitions via both subgrant support and technical assistance, including exchanges enabling Chinese civil society actors and government officials to observe and discuss relevant social and regulatory frameworks as implemented by their Central European counterparts.

To increase transparency and accountability in local government, and to advance dialogue between grassroots civil society and local and national government on public policy development and implementation. IRI will support an integrated, multifaceted program designed to open the budgeting process to greater oversight and input by local legislators. IRI will also undertake cooperative activities with a local think tank to promote the development of responsive social policy and to implement experimental reforms as an advocacy tool for wider reform.

To strengthen rural women’s land rights in China. IRI will partner with a grassroots non-governmental organization to conduct multiple stakeholder workshops and outreach in a selected province. International Uyghur Human Rights and Democracy Foundation

The Foundation will maintain an English- and Uyghur-language website on the human rights situation of Uyghur women and children; conduct a civic-education seminar for Uyghur women; and conduct advocacy on behalf of the human rights of Uyghurs in China.
