中華人民共和國成第二個朝鮮? 民憂「斷網」



隨著「中國茉莉花革命」的持續發酵,中共當局對網際網路的管制不斷加強,敏感詞數量增加、長城防火牆升級。網路上傳出消息:中國可能在一年內全面切斷與境外網際網路的聯繫,實行像朝鮮一樣的全國範圍內的「區域網連接」。而這項任務將由「工業和資訊化部」負責執行。


消息說,新建的專網將是中國網際網路的唯一國際出口。中國電信,中國聯通將開始實行接入國際網際網路准入制度,任何有需要的企業或個人用戶,需提前向工信部備案,並提交申請材料。

為了配合當局政策,官方媒體近期紛紛推出新媒體平台,《新華社》的盤古搜尋引擎(Panguso.com);《人民日報》推出人民搜索(Goso.com) 引擎,並任命「谷歌中國工程研究院」前副院長擔任首席科學家;《中央電視台》去年也推出了中國網路電視台CNTV;此外,《人民日報》還開設了微博服務。但網民反應,新型平台的服務效果並不理想。

自由亞洲電台》報導,網路技術專家利理表示,當局可能會對那些加密的國外網站,做一些白名單,用這種方法把翻牆服務斷掉。

利理:「他可能會統籌安排各個部委…多部門協同辦公,協同工作,專門成立一個像610,或者直接由610這樣的跨部門的特權機構,或專門的特務機構,一聲令下,所有部門都協助斷網,這是完全有可能的。」

學者賀衛方也向《自由亞洲電台》表示:大規模斷網在法律程序上有問題。他說,從西藏到新疆的「斷網」,不要形成一種慣例性的做法。不要一有風吹草動就把相關區域的網路給斷掉。完全視人民的權利為無物,願意怎麼剝奪就怎麼剝奪。

自由撰稿人周曙光:「關閉網際網路並不能有效的穩定社會,只會使社會矛盾更加激化。網際網路被關閉的話,中國經濟也要停頓發展好幾年,我覺得只有在社會矛盾激化的情況下,
才會存在這個可能性。」

而網路資深評論員北風也表示:「薄熙來都提出了幾百萬青年要上山下鄉,要到農村去鍛練受教育,已經開始把文革很多做法都拿回來了。如果出現這種情況…誇張算什麼,只要能保持統治,對他來講就是最高的目標。」

當局近期的一系列封鎖限制,已經引起網民的不滿,有網民就說:「上不了網際網路就到街上散步去。」

Netizens spread the news on the Internet that China』s
Ministry of Industry and Information Technology
plans to build a specialized network in China to
replace the country』s Internet connection to the world.
They are about to began preparation for cutting off
the connection. Netizens worry an 「Internet Blackout.」
Some said China would become second North Korea.

As the 「Jasmine revolution」 continues to spread,
Chinese regime strengthens Internet control
by increasing the number of sensitive words and
upgrading the 「Great Firewall.」 Some said, in a year,
the authorities will cut the country』s Internet connection
to the world like in North Korea, and provide only
the LAN connection to Chinese people.
The task will be carried out by Ministry of Industry
and Information Technology.

The new specialized network will be China』s
only dock to the world Internet. China Telecom and
China Unicom will soon begin to implement the codes
for accessing to the Internet via the specialized network.
Businesses or individuals for international access
should file their application to Ministry of Industry
and Information Technology ahead of time.

To cope with the new policy, official media launched
new platforms. Xinhua News Agency has Panguso.com.
People』s Daily Goso.com, CCTV has CNTV.com.
People』s Daily also added micro-blog service.
Netizens complaint about the effect
of the new platforms.

According to RFA, Internet expert Lee Li said,
Chinese authorities might make some 「white list」
for the encrypted overseas sites to hinder the efforts
of 「circumventing the firewall. 」

Lee Li: 「The authorities might ask all ministries and
departments to work together, under the authority
of a new office, such as 610 office, or some
specific agency. With one order, all the offices will
help cut the Internet. It』s quite possible.」

Scholar He Weifang told Radio Free Asia,
Internet blackout has some legal issues.
They used it in Tibet and Xinjiang. It should not be
made into a common practice. You can』t turn off
the Internet upon any incident,
completely ignoring people』s rights. .

Free lance writer Zhou Shuguang: Shutting down
the Internet will not stabilize the society.
It can only intensify the conflicts.
If Internet were shut down in China, the economy
would stagger for several years. I think only when
social conflicts run amok, can it happen.

Bei Feng, a senior online commentator said, 「Bo Xilai
brought out Mao』s idea for millions of youth to go to
the countryside and learn from the farmers.
It』s a revival of the Culture Revolution.
They wouldn』t mind doing anything, as long as it will
help them maintain power. That』s their ultimate goal.」

The constant measures for Internet blockage
have caused discontent from netizens.
Some said, 「If I cannot access to the Internet,
I will 『take a stroll on the street.』 」
